How do you really cuff some 1 cuase i was never told niether have ever been cop :/

Hit the with the stunstick, press e twice whilst looking at them to send them to the slammer, alternately, hit them with the stun stick again to uncuff them.

I an glad to see that the "Do you like cheese?" is still in there!
